Agarwood is the same material in two traditions: oud in the Gulf, jinkō and kyara in Japanese incense. It is also the one where the fragrance has a physical cause, which is what makes fakes detectable in principle.

Wikipedia describes the mechanism: agarwood forms in the heartwood of Aquilaria trees after they are infected by a Phaeoacremonium mould, and the tree secretes resin defensively against the infestation. As the infection advances the heartwood becomes very dense, dark and saturated with resin. That is where the fragrance lives, which is why density and colour are not cosmetic qualities in this material — they are the evidence that the process happened at all.
The economics follow from the same fact. Wild sources have been depleted, and since 1995 the Convention on International Trade in Endangered Species has listed Aquilaria malaccensis — the primary source — in Appendix II. Japan’s incense trade prices the top grade accordingly: kyara, the grade with high oil content and superior fragrance, is currently worth more than its weight in gold. Cultivated trees are now deliberately infected in parts of Southeast Asia to produce it sustainably.
The two traditions also use it differently, which matters if you are buying for one and reading advice written for the other. Japanese kōdō heats fragrant wood without letting it burn — kōboku, smouldered rather than lit — and that is a separate category from the direct-burning sticks and cones that dominate elsewhere. Wood bought for heating and incense made for burning are not substitutes.
Two things are worth finding in a listing and are often absent. The species and origin — Aquilaria malaccensis is CITES Appendix II, so legitimate international trade in it carries documentation, and a seller who cannot say what species they are selling is telling you something. And whether the wood is wild or cultivated: plantation agarwood from deliberately infected trees is a real product, not a lesser imitation, and a seller distinguishing the two is being straight with you.
